I've been working in the Media Production for 6+ years, and i'm good at shooting (producing) commercial video. Now I find my interest and love in the commercial and creative field, and want start my own creative agency.
Video production is in super high demand and a great lucrative niche!
I would start by building up your social media channels with your work. Showing off your skills. Demonstrating your value consistently.
Next find brands that get you motivated and offer them a free video for their brand. You will find 9 outta 10 brands are always looking for high quality video. Study their social media channels and if they are not using a lot of videos odds are they dont have a source of good video production.
Offering the free video will show your skills, help the brand and make them want to hire you (if you are good) and also can also go viral. Make sure to watermark the free video.
From there you just have to seal the deal with those brand and then you can start using them as a reference to your clients and that will surely help attract high paying clients.
I have lots of other ideas here too. If you need my help along the way Im just a call away.

#1. Find qualified workers
#2. Pitch prospects, build estimates using the workers' advice
#3. Close the sale, take a deposit
#4. Get workers started, do NOT pay a deposit
#5. Repeat
#6 Add additional qualified staff as needed to solve specific needs AS THEY ARISE (different clients, bookkeeping, whatever)
***as you see, "starting" or "owning" a creative agency is a completely different daily job than BEING a creative worker. Do NOT own an agency if you just want to do creative work, there are other ways to increase your pay per day if that's your only goal... but if you want to own a business and create free time while increasing your income- then give up on wanting to do creative work itself and learn to execute the entrepreneurial process I layed out and read "Built To Sell" https://www.amazon.com/Built-Sell-Creating-Business-Without/dp/1591845823

Hi, first let me give you a big applause for wanting to start something, it is not easy and requires guts.
In my experience you should first know what you are good at and what's your passion, if you passion lies in just producing, then start by hiring someone who makes sells. Still I would definitely recommend you to learn how to sell and just go out there and do it.
Don't make the mistake of trying to have everything perfect, all the tools, all the employees, the offices, just go out there start and finish, sell your services and deliver the best result.
From that point forward and once you find yourself in business then think about the structure of the agency.
Keep things simple:
1. Come up with the core product / service
2. Create a system to sell it and deliver the result
3. Once it is running smoothly, make changes and evolve your core.
My best wishes in this adventure
